The Bulletin basically states the following:                                                                                                        1. Supplier to send in AS9100-only ANSI-ANAB accredited                                                                              2. Supplier send in parts to Boeing                                                                                                     3. Boeing relinquishes on-sight inspection to the AS9100 certification (2002-Present)

Reference#1- 2002 -Present Boeing supplier bulletin calling for only ANSI-ANAB certification and submission of the certification with supplied materials without the need of Boeing sending in their inspectors to ensure materials quality. This has gone on for 22 years. 

Further suppression, came from Boeings Reference#2-  supplier portal which instructs and mandates suppliers they must be ANSI-ANAB accredited or international equivalent, It was finally exacerbated By Boeings Reference#3 – membership on ANSI board and ANAB’s board of directors and The ANAB Management Accreditation Council which- grants, suspends, and withdraws accreditation of certifications bodies (Registrars)  This suppression of Gubeman’s registration company is a blatant restraint of trade and is against the  Sherman Antitrust Act, a federal anti-monopoly and anti-trust statute, passed in 1890 as 15 U.S.C. §§ 1-7 and amended by the Clayton Act in 1914 (15 U.S.C. § 12-27).
